Man charged with OWI

Authorities have accused a Cedar Rapids man of driving while intoxicated.

Jason Phan, 38, was charged Nov. 15 with a third-offense OWI.

According to online court documents, a policeman observed a vehicle driving 11 mph over the speed limit.

Once Phan was pulled over, the police officer noticed that Phan had bloodshot eyes, and smelled strongly of alcohol.

Phan failed his sobriety tests.

Third-offense OWI is a Class-D felony.
