Man charged with OWI and eluding

A Chicago man faces a number of charges after a routine traffic stop.

Patrick Starling, 29, was charged Monday with possession of a controlled substance, eluding, and OWI.

According to an Iowa City police complaint, officers pulled over a white 2006 GMC Envoy, then noticed a strong odor of marijuana and a faint smell of alcohol emanating from the driver.

After being asked to exit the vehicle, Starling drove away from the scene. He was later stopped by traffic half a mile from the original stop, the complaint said.

Officers charged Starling with a second-offense OWI and eluding.

During preliminary breath testing, officers reported that Starling had a blood-alcohol content of 0.016.

Starling was charged in August 14, 2012, with possession of a controlled substance, a Class-D felony.

Eluding police is a serious misdemeanor, and second-offense OWI is an aggravated misdemeanor.
