Iowa City man charged with third OWI

An Iowa City man has been charged after reportedly running from area law-enforcement officers.

According to an Iowa City police complaint, Korwin Dougherty, 21, was charged on Monday with third OWI, public intoxication, driving while barred, and interference with official acts after he allegedly fled the scene of a routine traffic stop on foot on North Dodge Street, running around a residence before ending up at the front entrance.

Officers reported they believed Dougherty was intoxicated after because of his bloodshot, watery eyes, poor balance, and a strong odor of alcoholic beverages.

Upon arrest, Dougherty refused a preliminary breath test and subsequent DataMaster testing.

Dougherty has faced OWI charges on April 1, 2011, and January 4, 2013.

Third-offense OWI is a Class-D felony.
