Man charged with 3rd OWI

Police charged an Iowa City man with allegedly driving while intoxicated for the third time.

Randy Chipman, 45, 2801 Highway 6 E. Lot 127, was charged Jan. 29 with third-offense OWI.

Iowa City police said they responded to Creekside Market on a report of an intoxicated driver. An off-duty deputy allegedly saw Chipman get into a 1994 GMC Vandura G3500 and drive away intoxicated.

Officers said they found the car at trailer 127 and noticed beer cans in plain view inside the Vandura. They followed footprints in the snow to another vehicle, police said.

The report said officers found Chipman sleeping in the snow under the rear bumper of the second car. Police said he had extremely poor balance, confused speech, and smelled strongly of alcohol.

Third-offense OWI is a Class D felony punishable by up to five years in prison and a fine of $9,375.
